IF I WOULD PUT SOMETHING UP FOR DOWNLOAD. IT WOULD SAY THAT IN THE DESCRIPTION.
I say that I might. If it's been ages since that, then it means I'm not putting it up for download.
I just don't say anything of a download. That means I won't be putting it up.
There are THREE ways to know if I am or am not putting models/parts up for download!

Have you ever thought that maybe these people like your models and would like to use them? Wouldn't that be a compliment to you since they like them so much that they ask for a DL link?
Seriously what is the harm in just putting up a download link? Most people put down credits for every model they use anyway, so in the end your DeviantArt page is getting more exposure. I've found so many great model makers by simply clicking links in the "credits" section of a post.
If you were making a 3D model from scratch then fair enough, you'd probably slap a pricetag on it and get people to buy it. But you're simply dressing up an already existing 3d model, changing the textures and adding a few things to it. Anybody can do that. It's a bit of a tease when you put up screenshots of a MMD model that people really like, only to not put up a DL link as if you're saying "ITS MIEN ONLY MIEN, IT TUK ME 20 MINS TO DO IN PMD EDITORR SO U CANT HAV ET". Sheesh.
